Mr. Romney Thomas - Chairman of the Board
Mr. Romney Thomas is a distinguished Attorney at Law with over 25 years of experience at the Bar of Trinidad and Tobago. He is currently a Partner in the law firm of Hobsons with extensive litigation and commercial law experience.
He served as Chairman of the Board of the Water and Sewerage Authority from 2015 – 2020 and is presently the Chairman of the Boards of Trinidad and Tobago Electricity Commission and PowerGen. He is also a Director on the Boards of Scotiabank Trinidad and Tobago Foundation, a charitable organisation and Southern Medical Clinic Limited.
Mr. Thomas holds a Bachelor of Laws from the University of the West Indies and a Legal Education Certificate from the Hugh Wooding Law School. He is a member of the Law Association of Trinidad and Tobago.
Mr. Damian Obiglio - Chairman - Management Committee / Board Member
In March 2017, Mr. Damian Obiglio was appointed as Chairman of PowerGen’s Management Committee. Mr. Obiglio previously served as a PowerGen Board member for the period July 2006 to August 2007. Mr. Obiglio has more than 20 years of experience in the utility industry working in different countries covering Chairman, CEO and MD positions in several electric generation, transmission and distribution companies.

Mr. Mohamed Majeed - Board Member
Mr. Majeed was appointed as Board Director on March 21, 2018. He has more than 25 years of experience in the power industry. He is a US Air Force and Power industry veteran with utility and Independent Power Producer experience both in the US and internationally. Mo has also worked in the Caribbean region for more than 15 years. He has served on the corporate boards of several companies and previously chaired the Management Committee of The Power Generation of Trinidad and Tobago Limited from September , 2007 to August, 2009. Mo holds a Masters and a Bachelor’s degree in Engineering from the University of Maryland. He is married and has two children.
Mr. Keisuke Harada - Board Member
Mr. Keisuke Harada has more than 15 years experience in power industry and developed his skills in management, project development and contractual management.
He joined Marubeni Corporation in 2006 and started career in Marubeni with project management and development of power plant EPC projects in Southeastern Asian markets. Supported the project managers and site managers, mainly in commercial and contractual aspects for the projects in Thailand and Vietnam, as well as led sales team as proposal manager for an international tender of coal fired power plant project in Vietnam.
In 2014, he was seconded to PIC Group, Inc. (“PIC”), a power plant related service provider and a 100% subsidiary of Marubeni Corporation, located in Atlanta, Georgia, the United States of America, as Vice President, Group Market Development. Mainly being in charge of integration and collaboration between Marubeni and PIC for business development, sales activities and administration (including finance, accounting and internal control) perspectives reporting directly to President and CEO of PIC.
He currently holds the position of Senior Manager, Caribbean Operations at Marubeni Power International, Inc. and serves as Alternate Director at Jamaica Public Service Company Limited, a regulated vertically integrated electric utility in Jamaica and Director at South Jamaica Power Company Limited, the largest independent power producer (IPP) in Jamaica.
He has a Bachelor of Economics from Keio University, Japan.
Ms. Ingrid L-A Lashley - Board Member
Ms. Ingrid Lashley retired from her position as Managing Director/Chief Executive Officer of Trinidad and Tobago Mortgage Finance Company Limited (TTMF) in 2017. Prior to joining TTMF, Ms. Lashley spent eighteen (18) years at Scotiabank in various senior positions in financial control, private banking, trusteeships and merchant banking, exiting as the General Manager of Scotiatrust and Merchant Bank Trinidad and Tobago Limited.
Ms. Lashley is the holder of a Masters in Business Administration in Accounting and Finance from McGill University in Montreal, Canada and also carries the designations of Certified Public Accountant, Certified Management Accountant and Chartered Accountant. Ms. Lashley is currently the Chairman of the Bourse Group and National Enterprises Limited, in which capacity she sits on the Boards of the Investee Companies. She also holds directorships in Eco-Industrial Development Company of Tobago Limited, West Indian Tobacco Company Limited, the CL Financial Group and PowerGen. Ms. Lashley serves as a member of the Quality Assurance Committee of the Institute of Chartered Accountants of Trinidad and Tobago.
Despite her demanding professional life, Ms. Lashley finds time for involvement in the culture and social life of Trinidad and Tobago and the Board of Management of her alma mater, Bishop Anstey High School. She is an accomplished bass pan player and a former Inter-Bank calypso queen. Ms. Lashley also holds credentials in piano and dance.
Mr. Andrew Alves - Board Member
Mr. Andrew Alves is a former employee of the Trinidad and Tobago Electricity Commission where he worked at T&TEC’s Central Distribution Area for thirty – nine (39) years. Mr. Alves also possesses broad experience in industrial relations which was gained while he held numerous positions in the Oilfield Workers Trade Union (OWTU). He started as a Delegate and eventually progressed to the position of President of the OWTU – T&TEC Point Lisas Branch. He held the position of President for eighteen (18) years.
Mr. Alves enjoyed being a member of the OWTU bargaining unit and served as a member of the OWTU General Council, OWTU Negotiation team on behalf of T&TEC employees and he has also represented OWTU in Cuba for May Day. As a former member of the OWTU for thirty-five years, he gained significant experience and insights, which have contributed to the development of his personal and industrial relations skills.
Charity is extremely important to Mr. Alves and he has contributed greatly to his community. Mr. Alves holds a certificate in Hydraulic Auto Diesel Mechanics and he is also an Industrial Relations Practitioner. He has served as a Commissioner at the Trinidad and Tobago Electricity Commission (T&TEC) for the past three years and as a Director at the TATECO San Fernando Credit Union for the past twenty-five (25) years.
Mr. Raphael Ajodhia - Board Member
Ms. Ayasha Nickie - Board Member
Ms. Ayasha Nickie has 15 years of experience in the energy industry and has developed her skills in Petroleum Engineering, Petroleum Economics, and Strategic Planning. She is currently the Director of the Downstream Petroleum Management Division at the MEEI. She graduated with an MBA specializing in Energy from the University of Oklahoma, USA, earned a Master’s in Petroleum Economics and Management from the Institute of French Petroleum (IFP), Paris, France, and obtained a B.Sc. in Petroleum Engineering at the University of Trinidad and Tobago.
Ms. Nickie is a member of the Society of Petroleum Engineers (SPE) Trinidad and Tobago Ltd. (SPETT). In addition to her 15 years of industry experience, she spent eight years working in various leadership roles at SPETT. She served as Chairperson and Director of the section as well as Chairperson of the SPE International Standing Committee on Engineering Professionalism. From 2021 to 2023, she also served as a Board Director of National Quarries Company Limited.
Ms. Nickie has been involved in youth development since the start of her professional career. Within SPE, she formed and chaired the first Young Professional group in Trinidad and Tobago, bridging the gap between graduating students and experienced professionals. She also dedicates her time to tutoring students in Mathematics who have difficulty in the subject.
Ms. Shakola Mc Lean - Board Member
Ms. Shakola Mc Lean is a qualified Chemical Engineer with a demonstrated history of working in the regulation of the Downstream Oil and Gas Industry. She has spent twelve years at the Ministry of Energy and Energy Industries where she has accumulated experience in procurement, process safety, asset integrity and strong stakeholder management.
At the Ministry, Ms. Mc Lean is currently lead engineer of the Downstream Gas Utilization Group of the Downstream Petroleum Management Division. She manages the core functions of the division, monitoring and evaluating the performance of assets along the gas value chain to ensure stakeholders manage and operate these facilities in accordance with sound and current industry standards and in a manner, which generates optimum value to the country.
She has served on a number of Ministry working groups, including the National Facilities Audit Steering Committee, the Inter-agency Committee to Develop an Energy Conservation and Energy Efficiency Action Plan for Trinidad and Tobago, and the Ministry's team overseeing the Caribbean Gas Chemical Limited Methanol to DME project's completion.
Ms. Mc Lean has aided various Evaluation Committees in reviewing tender papers from requests for proposals during her time at the Ministry. She has also served on various committees within the Ministry and the Trinidad and Tobago Bureau of Standards, examining and drafting regulations, licences, and standards for the downstream natural gas sector as well as the emerging alternative energy sector.
Ms. Mc Lean earned both her Bachelor of Science and Master of Science in Chemical and Process Engineering from the University of the West Indies. Ms. Mc Lean is an Associate Member of the Institute of Chemical Engineers and was previously the chair of the local chapter's Applied Research Committee. She is still actively involved with the local Membership Group as a volunteer.
